"The Commission shall be governed by a ten-member Board, comprising a Statutory Body as defined by Czech law, which shall be authorized to act on its behalf and to manage the activities of the Commission. The Board shall consists of five citizens of the Czech Republic and five citizens of the United States of America... The Chief of the Ministry of Education, Youth and Sports of the Czech Republic shall have the power to appoint and remove the Czech members of the Board, two of whom shall be governmental agents of the Czech Republic. The Chief of the Diplomatic Mission of the United States of America to the Czech Republic shall have the power to appoint and remove the American members of the Board, two of whom shall be officers of the United States Foreign Service in the Czech Republic."
